The General Land Office has released a draft State Action Plan for the distribution of $5.024 billion in community development block grant funds for disaster recovery. Some of the funds will be distributed directly to Houston and Harris County to use under GLO supervision. Most of the funds are housing-related, but $413 million is allocated for local infrastructure (coordinated though councils of government) and $137 million for local, regional, and state planning efforts. The document notes that the GLO will coordinate the planning efforts and coordinate with "public universities and/or private vendors" to identify the scope of the planning.

Some questions have been raised about what, if any, role the universities should and will play in this effort. We will be discussing that with the GLO. You can find the plan here.
