Immediately following the November Chapter meeting,  CAMPO staff will lead a workshop to explain their new selection process to the consultant community.

CAMPO is preparing to initiate a call for projects in Winter 2017/2018. In order to administer these

programs and ensure an effective and equitable distribution of funding, CAMPO will evaluate projects

through a new selection process that has been developed over the past year. The new process is based on

research into the selection processes and best practices of other MPOs, federal and state regulations and

requirements, the direction of the TPB Executive Committee and feedback from the Technical Advisory

Committee.

 

The selection criteria, dependent on project type, will focus on three major areas: performance measures,

cost/benefit (value), and project readiness.

Performance Measures: This section will focus on specific factors of the project such as planning,

safety measures, congestion impact, and design elements. These performance measures are the

evidence based, data driven factors that illustrate the comprehensive impact of a project.

Cost/Benefit: This section will measure the impact of the project on the CAMPO 2040 Regional Travel

Demand Model. This impact will be measured against the total cost of the project to identify the

intrinsic value of a project to the region. The cost/benefit calculations for each project submittal will

be performed by CAMPO staff and their consultant(s) to ensure consistency in data and the application

of the travel demand model across all submittals.

Project Readiness: This section will evaluate project readiness. By assessing how far along projects

are in the development process, projected scheduling of milestones, sponsor resources and other factors

that affect development, the process will focus heavily on selecting projects most ready for

implementation.
